So this is what the quest should kind of be like. You talk to the range person in varock about crystal bow and he tell you that if you kill steel dragons then they drop crystal peices which once you get 10 crystal peices you go to the smithing guy and talk to him and he will make a crystal bow for you. after you have the bow you go back to the range person and you finish the quest!
Reward:
10k range experience
10k smithing experience
Able to use a crystal bow at lvl 70 range
acess to steel dragons.[font=Arial]
